The handbook describes the CNML candidate as a nurse with full clinical and administrative responsibility for one or more units: finances, staffing, hiring, performance improvement, technology and strategy, with staff in the room (handbook, p. 6). The outline's tasks stay at that level: one unit, one manager, a director to report to.
That scope separates it from the other leadership exams on this site:
NE-BC is ANCC's credential for nurse managers and department leaders, with a scaled score and a longer sitting.
NEA-BC is the ANCC credential for executives who run a service line, a hospital or a system.
CENP is AONL's own executive exam. It shares this outline's five domains but asks for executive experience; it is listed on this site as coming.
ANCC or AONL, manager or executive: fees and pass rates for all four are in one table on nurse executive certification.
To apply you need an unrestricted RN license, a bachelor's or higher with at least one nursing degree among your degrees, and documented hours as a manager, or twice as many in a leadership support role. Both hour routes and the degree rule are explained under eligibility. One misconception to drop early: Magnet asks nurse leaders for degrees, not for this certificate (Magnet requirements).
Five domains on the outline
The outline counts questions per domain. Out of 100 scored items, each count is also the share of the exam:
Leadership, 25%: systems thinking, change models, inclusion, decisions and delegation. The leadership styles behind those scenarios are covered separately
Health care environment and clinical principles, 18%: practice, policy, regulation, evidence and safety at unit level. For now its questions sit in the practice test
Professionalism, 14%: accountability, health equity, the board
Box 1New competencies, same outline
AONL's competency model for nurse leaders was refreshed in March 2026 and now has six domains. The CNML outline did not change with them, so the five domains above are still what you study. How the two frameworks line up: AONL nurse leader competencies.
From application to renewal
Apply
Send AONL proof of license, degree and hours. AONL counts the 90 days from your application and payment (the handbook also says “from the date of eligibility”), so book a seat as soon as you are approved.
Pick the format
At booking, pick between a seat at PSI and a live remote proctor at home. The room rules for each are under delivery.
Sit the exam
100 questions count. The pretest items are indistinguishable and mixed in, so give each item the same care.
Read the report
At a PSI center the result shows up on screen, with a raw score per domain. Those domain scores are the plan for any second sitting.
Keep it current
It stays valid for 3 years. To keep it, log contact hours of professional development or pass the exam again: renewal rules.

Question 1 of 5 · Business Skills and Principles · 18%
The unit's census is highest from December through March every year, but next year's annual operating budget has been divided into 12 equal monthly amounts. What problem should the nurse manager expect?
The annual total is unaffected by how it is divided across months; confusing phasing with the size of the budget is the error here.
Capital purchases follow the separate capital budget and approval cycle, so the way the operating budget is phased has no bearing on their timing.
Spreading an annual budget into equal twelfths ignores the winter peak, so high-census months will look over budget and summer months under budget even when staff work efficiently; the budget should be phased to expected volume.
Winter overspending would be exposed, not hidden: equal monthly amounts make the peak months show large unfavorable variances.
Question 2 of 5 · Leadership · 25%
Hospital-at-home programs that deliver acute care in patients' homes at lower cost than inpatient units are an example of:
Process standardization reduces variation in how an existing process is done; it describes a quality method, not a new model of delivering care.
Incremental improvement means small refinements within the current process, while hospital-at-home replaces the setting of care altogether.
Sustaining innovation improves an existing service for current users, such as a better inpatient monitor; it does not create a new, lower-cost delivery model.
Disruptive innovation delivers care through a simpler, cheaper model in a new setting, and hospital-at-home moves acute care out of the inpatient unit at lower cost.
Question 3 of 5 · Communication and Relationship Building · 25%
During a reorganization, a nurse tells the nurse manager, "Nobody asked us before changing our schedules again." Which response BEST demonstrates active listening?
Reflecting the feeling and the content behind the complaint shows the nurse that the concern was heard, which is the core of active listening before any problem solving begins.
Redirecting to solutions right away skips acknowledgment; the nurse's point about not being consulted is treated as "dwelling" instead of being heard.
Stating that the schedule is approved and final defends the decision and closes the conversation instead of hearing the concern.
"Don't worry" is false reassurance that dismisses the feeling and predicts the outcome rather than listening to it.
Question 4 of 5 · Health Care Environment and Clinical Principles · 18%
The 2025 HCAHPS survey added new measures, including Restfulness of Hospital Environment. Which unit practice MOST directly supports this measure?
Teach-back supports medication understanding and discharge information measures, not the patient's ability to rest.
Bedside shift report supports communication and safety during handoffs, but it does not address rest or nighttime disruption.
The Restfulness of Hospital Environment measure asks whether patients could rest and sleep, so clustering overnight care to cut interruptions targets it directly.
Posting visiting hours is an information practice with no direct effect on noise or sleep interruptions at night.
Question 5 of 5 · Professionalism · 14%
Which mechanism BEST sustains accountability for the unit's professional standards over the long term?
Charge nurse audits keep accountability in a supervisory chain and measure compliance, rather than making staff answerable to one another as professionals.
When nurses give one another structured feedback on practice, accountability is built into everyday peer relationships and does not depend on what one leader can observe.
Recognition awards reward a few role models but give no feedback to the many whose practice falls short.
Rewriting the standards each year changes the rules but builds no ongoing way to hold anyone to them.
No. The rule asks for a baccalaureate or higher and at least one nursing degree, and an associate degree in nursing can be that one. Details: eligibility.
Can I test from home?
Yes. When you book, PSI offers a live remote proctor as an alternative to its testing centers.
What share of first-time CNML candidates pass?
In 2024, the latest year AONL has published, the first-time pass rate was 64.9%, down from 71% in 2022. Year-by-year numbers are under scoring.
Should a unit manager take the CNML or the NE-BC?
Both are written for managers. The CNML is AONL's, shorter and scored on a raw count; the NE-BC is ANCC's and also reaches department leaders. How managers choose between the two: CNML or NE-BC.
Each figure is reread against its document on a fixed cycle, and the date beside a source is its latest pass. Where a number here and the document part ways, the document wins (how corrections happen).
