The credential, Nurse Executive-Board Certified (NE-BC), is the American Nurses Credentialing Center's board certification for nurse managers and directors who run one or more units or departments. One exam earns it: 150 questions, with 125 counting, taken at a Prometric test center within 3 hours.
Computer-based test at a Prometric test centerThe ANCC handbook (version 5) lists no remote-proctored option.

Who the exam is written for
In the credentialing center's own description, the typical candidate leads one group of nurses or non-nursing staff, with influence over a unit, team, service line, department or program, and spends the day on operations, staffing, staff development and performance (exam page). The scenarios stay at that level: a manager's census, a director's budget line, a hard conversation with one employee.
To qualify:BSN + 2,000 h unit leadership, plus recent leadership CE. Each condition, and the proof ANCC can ask for: eligibility.
Two neighbors on this site are easy to confuse with it:
NEA-BC is ANCC's advanced exam, for leaders with organization- or system-wide responsibility. It has the same length and price but a different degree rule and outline. Which one fits your role: NE-BC or NEA-BC.
CNML comes from AONL instead, with a shorter form and a pass line counted in correct answers. Fees and pass rates across the leadership exams: nurse executive certification.
One claim to drop early: Magnet does not require this certification of its nurse managers. Its leadership rules are about degrees (Magnet requirements).
Four domains, five study pages
On the October 2025 outline, the 125 scored questions fall into four domains. Health Care Delivery is the largest, at 35%, so it gets two pages here:
Human resource management, 32%: employment law, communication, cultural humility, performance and retention
Quality and safety, 17%: safety culture and improvement work on one unit
Business management, 16%: budgets, hours per patient day, staffing models, Stark and anti-kickback law
Ethics and regulation, first part of Health Care Delivery: the ANA Code, leadership scope and standards, HIPAA and EMTALA
Care delivery, the rest of Health Care Delivery: nurse-sensitive indicators, person-centered care, disaster readiness, virtual care
Box 1Read against the 2025 outline
The outline in force since October 15, 2025 moved staffing into business management and leadership styles into human resources, and cut quality and safety to 17%. At least one widely used prep site, checked in November 2026, still prints 175 questions in 3.5 hours, which is not this exam's format; older material also lists staffing under human resources. What moved, domain by domain: study guide.
Five steps, start to finish
Apply
The application asks for your transcript, your leadership hours and your CE. Applications are accepted year-round, and approval opens a 120-day window to test.
Schedule
Book a seat at a Prometric test center. One move to a new window is allowed, for a fee: cost.
Sit the exam
You have 3 hours for every item. The 25 unscored pretest questions cannot be told from the scored ones, so none deserves less attention.
Read the result
Pass or fail is posted to Prometric's score portal after the exam, and an email tells you how to open it; a failing report adds feedback by domain. How the scale works: scoring.
Renew
After 5 years you keep the letters with 75 CE hours + 1 of 8 rather than a new exam: ANCC renewal.

Question 1 of 5 · Quality and Safety · 17%
Staff on a unit say they stopped filing safety event reports because "nothing ever happens." Which leadership action BEST restores reporting?
Counts measure reporting volume, not the response to it, and ranking units can feel like surveillance; nothing here shows staff that reports produce change.
Anonymity addresses fear of blame, which is not the barrier staff named, and it removes the chance to follow up with the reporter.
Staff keep reporting when they see reports lead to action; closing the loop with concrete changes answers the "nothing ever happens" complaint directly.
Mandating reports through the appraisal treats a feedback problem as a compliance problem and tends to produce low-value reports filed to meet a quota.
Question 2 of 5 · Human Resource Management · 32%
A qualified applicant who uses a wheelchair interviews for an RN case manager position. Which question may the interviewer lawfully ask before a job offer?
A question about the nature or cause of a disability is a prohibited pre-offer disability inquiry, whatever the interviewer's intent.
Before an offer, the ADA allows questions about the ability to perform job functions, with or without accommodation, but not about the disability itself.
Questions about prescription drug use are disability-related inquiries and are not allowed before a conditional job offer.
Asking how often the applicant needs treatment probes for disability information; the interviewer may describe attendance rules and ask whether the applicant can meet them.
Question 3 of 5 · Business Management · 16%
Program A costs $400,000 a year and prevents 20 readmissions. Program B costs $300,000 and prevents 12. Which program is more cost-effective?
Judging both programs against an arbitrary spending cap skips the comparison of cost per outcome that the question asks for.
This divides B's $300,000 by A's 20 readmissions; B's own 12 prevented readmissions put it at $25,000 each.
This compares total spending instead of cost per outcome; the cheaper program is not the more cost-effective one when it prevents far fewer readmissions.
Cost-effectiveness compares cost per unit of outcome: A is $400,000 ÷ 20 = $20,000 and B is $300,000 ÷ 12 = $25,000, so A buys each prevented readmission for less.
Question 4 of 5 · Human Resource Management · 32%
Under the Fair Labor Standards Act (FLSA), which time must be counted as hours worked for a non-exempt RN?
A meal period is unpaid only when the employee is completely relieved of duty (29 CFR 785.19); a break routinely interrupted for patient care counts as hours worked.
Ordinary home-to-work travel is not hours worked under the FLSA and the Portal-to-Portal Act.
Training is not work time when it is outside regular hours, voluntary, not job-related and involves no productive work (29 CFR 785.27); this seminar meets all four tests.
Voluntary social time before the workday starts is not compensable; it becomes work only when the employer requires or permits the employee to begin working.
Question 5 of 5 · Health Care Delivery: care, outcomes and technology
Which planning philosophy best prepares a hospital for a wide range of emergencies with limited resources?
Community agencies may be overwhelmed by the same event, and CMS requires each hospital to plan its own response and coordinate it with partners.
Stand-alone plans for each threat multiply documents and still leave gaps for events nobody predicted; the core response should be common, with only threat-specific annexes.
All-hazards planning builds shared functions such as command, communication, surge staffing and evacuation that flex to any event, with hazard-specific annexes added where the risk assessment calls for them.
Planning for one scenario leaves the hospital unprepared for the range of hazards its risk assessment identifies.
Board certified. ANCC grants the credential after you pass its exam in the specialty, here nurse executive practice, and it stays valid while your RN license is active and you renew on time (ANCC exam page).
Is it the same exam as the NEA-BC?
No. Both are ANCC exams of the same length, but the advanced one is written for organization- and system-level leaders and asks for a graduate degree. The side-by-side is on eligibility.
How long does it stay valid?
5 years. You then renew on continuing education and professional development instead of retesting: ANCC renewal.
How many nurses hold it?
9,527 certified nurses (December 31, 2025), according to ANCC's year-end certification data.
Each figure is reread against its document on a fixed cycle, and the date beside a source is its latest pass. Where a number here and the document part ways, the document wins (how corrections happen).
