Studying for the NEA-BC, by the 2025 weights

Facts checked against nursingworld.org, codeofethics.ana.org and web.archive.org · Last checked Nov 6, 2026 · Not affiliated with ANCC, ANA, AONL, NLN or AACN.

Leadership (34%) and quality and safety (26%) supply 60 percent of the scored questions, so they get most of your hours. With a review course or without one, the core is the same: the outline, ANCC's reference list and plenty of system-level scenarios.

Hours follow the weights

Health care delivery is now the smallest domain at 20%. Material written for the 2021 outline still gives it 27%, more than quality and safety.

  • Leadership: 34%, 42 scored items
  • Quality and safety: 26%, 32 items
  • Human capital management: 21%, 26 items
  • Health care delivery: 20%, 25 items

Topics per domain: exam facts.

Eight weeks, heaviest domains first

  1. Week 1, a cold start. Sit the practice test before opening a book, then read the outline. Sort every miss by domain and by cause: missing knowledge, or the right idea at the wrong level.
  2. Weeks 2 and 3, leadership (34%). Strategic planning methods, governance structures, succession, negotiation, business cases and reimbursement. Domain page.
  3. Weeks 4 and 5, quality and safety (26%). High reliability, RCA and FMEA, survey readiness, benchmarking, emergency management. Domain page.
  4. Week 6, human capital (21%). Shared and professional governance, healthy work environment, retention and pipeline. Domain page.
  5. Week 7, delivery (20%). Payment and delivery models, ethics structures, outcome monitoring, technology governance. Domain page.
  6. Week 8, timed mixed sets. Work at the exam's pace (150 items in 3 h) and review every miss, including lucky guesses.

ANCC's reference list, grouped

ANCC's reference list (effective Nov 11, 2025) names 13 texts and notes that the list is not complete. Grouped by the domain each serves best (our grouping):

  • Leadership and finance: Albert and Pappas, Quantum Leadership, 7th ed. (2025); Knighten and Waxman, Penner's Economics and Financial Management for Nurses and Nurse Leaders, 4th ed. (2023); Roussel, Thomas and Harris, Management and Leadership for Nurse Administrators, 9th ed. (2023); Huber and Joseph, Leadership and Nursing Care Management, 7th ed. (2021); Huston, Leadership Roles and Management Functions in Nursing, 11th ed. (2023).
  • Ethics, standards and law: ANA, Code of Ethics for Nurses, 3rd ed. (2025); ANA, Nursing Leadership: Scope and Standards of Practice, 3rd ed. (2024); Legal and Ethical Issues for Health Professions, 5th ed. (2023).
  • Evidence and research: Flanagan and Beck, Polit and Beck's Nursing Research, 12th ed. (2024); Melnyk and Fineout-Overholt, Evidence-Based Practice in Nursing and Healthcare, 5th ed. (2023).
  • Delivery, disasters and technology: Cherry and Jacob, Contemporary Nursing, 10th ed. (2025); Langan, Preparing Nurses for Disaster Management (2023); McGonigle and Mastrian, Nursing Informatics and the Foundation of Knowledge, 6th ed. (2025).

You do not need all 13. One nurse-administrator text as the spine, the Code and the Scope and Standards for ethics items, and the rest only for the domains your baseline flags.

Readiness Test, PracticeIQ or free samples

ANCC's own options: ANCC Readiness Test ($85, 60 questions in 75 minutes); Nurse Executive, Advanced PracticeIQ ($149, $104 for ANA members); 25 free sample questions. Per ANCC, the Readiness Test shows the same questions each time it is bought, so it is worth one timed sitting near the end rather than repeated drilling. Start with the free samples.

A review course is optional. ANCC requires none and states that using any prep material implies neither eligibility nor a pass. A course is worth its price when the baseline shows two or more weak domains.

Traps that cost system-level points

  • Right idea, wrong altitude. A frequent distractor is a sound unit-manager move offered to an executive. If an option has the CNO personally fixing one unit's schedule, look again; the executive answer sets the structure, the policy or the measure that every unit then uses.
  • The 2021 weights. Splits of 27, 24 and 14 percent for delivery, quality and human capital come from the outline that ended in November 2025.
  • "Nine provisions." The reference list cites the ANA Code of Ethics for Nurses, 2025 edition (10 provisions); flashcards built on the 2015 Code list nine.
  • Unit arithmetic. HPPD, FTE and variance calculations belong to the NE-BC's business management. Here the numbers usually feed a decision rather than a calculation.
  • Naming a style instead of choosing one. Knowing what transformational leadership is earns little; what counts is choosing the approach for a merger, a crisis or a turnaround. Theory: nursing leadership styles.

Planning your prep

Is a review course necessary for the NEA-BC?

No. ANCC requires none. Let the baseline decide: paid help pays off where several domains score low.

Is there one book that covers the whole outline?

No single title on ANCC's list covers all four domains. A nurse-administrator text covers most of leadership and human capital; quality, ethics and technology need their own sources.

Are review books written for the 2021 outline still usable?

For theory, mostly. For weights and for the newer lines, such as high reliability, professional governance and AI, check the edition against the current outline (Nov 11, 2025).

Each figure is reread against its document on a fixed cycle, and the date beside a source is its latest pass. Where a number here and the document part ways, the document wins (how corrections happen).
